The best way to get Upstart is from your distribution, who should have a pre-packaged version of Upstart available including jobs which either provide compatibility with the existing init system or implement a native Upstart boot sequence.
If your distribution doesn't yet have Upstart packages, or you're a distribution maintainer and want to package it, you'll want to start from the source code instead. Beware that this requires a little care since you'll need to write, or at least modify, jobs to ensure your system boots.
